On 21 May 1997, the United Nations General Assembly adopted the United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses by 103 votes in favor, 3 against and 27 abstentions. To bring the document into force, 35 instruments of ratification, acceptance, approval, or accession are necessary.
